The French Agent's remarks were of course entirely unofficial and it is quite possible that his opinions have no foundation in fact. I report them for

what they are worth.

I may mention that M. Picard Destelan, the Associate Director General of Posts in China, passed through Hongkong very recently on his return from leave in France,

and he stated to Mr. Ross that he had no information

regarding his Government's intentions in the matter of the

closing of the French Agencies.
